In the first testimony, Cohen lied for Trump, and got into trouble.

In the second one, he had to tell the truth. It was in his interest to tell the truth this time otherwise he would face more prison time if he lied. He was being closely watched by Mueller’s team for any dishonesty. Plus, he had the daming documentation (against the crook Donald Trump) to back his testimony.

Cohen testified before Congress under oath, something he had done before and lied, but this time his testimony is under intense scrutiny.  If he were to be caught lying under oath again he would not want to face the consequences.

Papadopoulos spoke to a reporter.  Not quite the same though I’m sure you can’t fathom the difference.
