Looting is a spontaneous action to a large extent.  No crime cartel sits in their basement hideout planning the next natural disaster and how they can then loot stores.

Pollution over decades, poisoning the ground and the water and the air is not spontaneous, it is planned in corporate headquarters by bean counters and their bosses in order to maximize profits.  There is no comparison to looting.  Unless you are a conservative wanting to divert attention away from million and billion dollar criminals onto nickle and dime crimes.
